I worry that even within people who menstruate, there are substantial differences. For example, Diva cups and such never worked for me, before I started doing birth control, I had bleeding to the extent that I couldn't have held down the job I do now. So...probably they will average it out for people who don't bleed or cramp all that much, because that's who the world is designed for.
Also they should put them in men's washrooms too, both for trans guys and because judging from the toilet paper situation, women's washrooms are going to run out more often.
